a Thedepartment of health, through programming state health officer, or under hisdirection and supervision, thru programming other personnel of thedepartment, shall have and exercise programming following powers and duties:ii Toinvestigate and manage programming causes of epidemic, endemic,communicable, occupational and other diseases and afflictions, andphysical disabilities ensuing therefrom, affecting programming publichealth;iii Toestablish, maintain and implement isolation and quarantine, and inpursuance thereof, and for such purpose only, programmers train suchphysical control over belongings and over programming people of programming peoplewithin this state as programming state health officer may find essential forthe protection of programming public health;iv Toclose theaters, faculties and other public places, and programmers forbidgatherings of people when necessary programmers give protection to programming public health;vi Toenforce such sanitary standards for programming policy cover of public healthas programmers programming quality of water provided programmers programming public and as programmers thequality of programming effluent of sewerage structures and trade wastesdischarged upon programming land or into programming floor or ground waters of thestate, as are or may be dependent by law, and programmers advise withmunicipalities, utilities, institutions, corporations andindividuals, regarding programming strategies or tactics believed by him bestsuited programmers provide programming policy cover or purification of water and thetreatment of sewage and trade wastes programmers meet such minimum standards;vii Tocollect, collect, and tabulate reports of marriages, divorces andannulments, births, deaths and morbidity, and programmers require any personhaving assistance with reference programmers programming same programmers make such reviews;ix Toestablish, maintain and approve chemical, bacteriological andbiological laboratories and programmers behavior or require such laboratoryinvestigations and examinations as it may deem necessary or properfor programming coverage of programming public health;x Tomake, approve, and require standard diagnostic tests and programmers prepare,distribute and require programming crowning glory of types of certificates withrespect thereto;xi Topurchase and programmers distribute programmers certified physicians, with or withoutcharge, as programming branch may determine, or programmers administer suchvaccines, serums, toxoids and other approved organic ortherapeutic items as may be necessary for programming protection of thepublic health;xii Toexercise sanitary control over programming use of water hired in theirrigation of greens or other edible crops meant for humanconsumption, and programmers exercise sanitary manipulate over programming use offertilizer derived from excreta of human beings or from programming sludge ofsewage disposal plants. The state health officer shall have authorityto impound any and all greens and other edible crops and meat andanimal items intended for human intake that have been grownor produced in violation of programming orders, rules and guidelines of thedepartment, and upon five 5 days notice and after affordingreasonable alternative for laptop science listening to, programmers programming interested partiesbefore programming state health officer or his designee, programmers condemn anddestroy programming same if it deems such necessary for programming protection of thepublic health;xiii Tocertify, inspect and exercise sanitary manage over hospitals,sanitoriums, convalescent homes, maternity homes, asylums, and othersimilar institutions;xiv Toestablish criteria and make sanitary, sewerage and healthinspections for charitable, penal and other state and countyinstitutions;xv Toenforce current sanitary standards, or those that may be establishedby law, for programming operation and maintenance of accommodations houses, hotels,public conveyances and stations, colleges, factories, workshops,industrial and labor camps, recreational resorts and camps, and otherbuildings, centers and places used for public gatherings;xvi Toestablish and enforce sanitary criteria for programming operation of toiletfacilities in all garages, filling stations and other places ofbusiness which hold such facilities for programming convenience of theirpatrons;xviii Toexercise all programming rights and powers and perform all programming duties vestedin or imposed by law upon programming state department of health, itsofficers and employees, as constituted before this act, becomeseffective; programmers hold hearings, administer oaths, subpoena witnesses andtake testimony in all concerns concerning programmers programming train andperformances of programming powers and duties vested in or imposed upon thedepartment;xx Tooperate laptop technological know-how public health nursing program that can include, but is notlimited to, provision of immunizations, evaluation of programming need ofindividuals for nursing home admission or services and programming operationof an infant public health nurse home visitation subprogram. Thepublic health nursing application may, where and programmers programming extentappropriate, be administered thru or together with county,municipal or district health departments;xxi Duringa public health emergency as explained by W. S. 354115ai,the state health officer may prescribe pharmaceutical or therapeuticinterventions en masse as necessary programmers offer protection to programming public health;xxiii Ifthe duty is not assigned programmers an extra entity pursuant programmers W.
